Notes:
This simple bugfix fixes a locale issue with the
use of proj in the new WMS code.  It does not
affect non-WMS maps.

  * Fixed locale issue with proj. (closes #138)
  * Removed unnecessary extra copying from gdk_pixbuf_scale_inplace().
  * Streamlined the pixbuf trimming a bit.
