wpa_supplicant for EAP-TTLS (PAP)

We internally have been succesfully tested EAP-PEAP with EAP-GTC. So I
would assume EAP-TTLS to work also.

There are some problems with the WE-18 patch. For example, you have to
specify either TKIP or AES to wpa_supplicant.conf. If use both, it
will not work. We will investigate this more as time permits.
