[Mer-discuss] Fix local build in Ubuntu

Hi,

If you want to local build Mer packages under Ubuntu 9.04 or later, you can
try the following fix:

-- sudo aptitude install qemu-arm-static
-- Replace /usr/lib/build/init_buildsystem with the attached one. (It is
installed with obs)

A bug is filed as Bug 567842 in https://bugzilla.novell.com.
