[Mud-builder-users] Package format documentation

Hi,

Since documentation is the *biggest* thing missing at the moment[1],
I'll announce here as the gaps are filled in.

I've started the reference guide for the XML package format:

It's incomplete, but any comments so far would be welcome. Also, it
describes features which are not yet available (specifically in the
"build" section), so if anyone wants to sway the way it's implemented,
now's the time to speak.

[1] Apart from documentation removal, many of the other items on the TODO
    at the moment are "nice to haves", I think.
