Installation fails for some hardware

Detailed description
Developer reports unable to run the script shell on Nokia E61i. 

The runtime and PIPs are installed, but when they attempt to start the Python Script Shell application, they get an
error asking if the Python Runtime and the PIPS library are installed.
1. The App Manager states that all of the Python Runtime, the Symbiam OS PIPS and the PIPS Installer are installed.
2. The shell is the correct version for their phone.

They have upgraded to the head revision of ROM, according to Nokia:2.0633.65.51

What I'm hoping is that you can confirm the cause, offer more debugging advice. This is discussed here:

I second that. Same problem, same device.

Testet with both 1.9.7 and the new 2.0.0 release. The old 1.9.6
Release runs just fine.

I can confirm this problem. I've tried uninstalling everything
python releated and reinstalling 1.9.7 runtime, pips and scriptshell
to no avail. Installers succeed, but  python dependent applications
fail to start with error stated above.

This problem does not appear to be in 1.9.6, after installing
it all python dependent programs work fine.
